Is That Jet Ski Rental Actually Legal? What to Check Before You Book

Thinking of booking a jet ski rental that meets you at the boat ramp on Lake Grapevine? Here is why unpermitted handoffs can leave you stranded and liable.

There is a certain kind of jet ski deal that shows up every summer on Lake Grapevine. Someone offers to meet you at the boat ramp on a weekday, hand you the keys, and let you ride. It sounds easy, and it is usually cheaper. What most people do not realize is that this setup is often against the rules, and if a ranger shows up, you are the one left standing on the dock.

Here is what is actually going on, and why it matters for your day on the water and your wallet.

The federal side

Meadowmere sits on Grapevine Lake, which is Corps of Engineers property. Federal law (36 CFR 327.18) says you cannot solicit or run a business on Corps land or water without written permission from the District Commander. That permission comes in the form of a commercial concession contract, and it is not something you get by accident. Operating without one is a federal violation that can carry fines up to $5,000 and up to six months in jail.

The city side

The City of Grapevine layers its own rules on top. Commercial activity in city parks and on public boat ramps like Meadowmere and Oak Grove requires written permission from the city. A company that pulls a trailer up to a public ramp to hand off rental skis without that permission is working outside those rules.

How the boat-ramp handoff works

If a company offers to just meet you at the ramp on a weekday, it is worth asking one simple question: do you hold a concession permit for this lake? Many of the operators doing quiet weekday handoffs do not. Game wardens and lake rangers know the pattern, and they patrol the ramps looking for commercial trailers making rental drop-offs.

What happens if you get caught in the middle

Say you booked one of these rentals and a ranger intercepts the handoff. Here is where it lands.

Your day ends before it starts. Officers can order the unpermitted company to load the skis back on the trailer and leave. You are out on the ramp with no ride and a group of people expecting a day on the lake.

Getting your money back gets hard. A company already skipping the permit rules is not the easiest place to chase down a refund. You are relying on the good faith of an operation that is cutting corners.

The insurance gap is the real danger. This is the part people miss. When a business operates outside the law, its commercial insurance may not cover a thing. If you wreck the ski or someone gets hurt, you could be looking at the damage and the liability personally, with no valid policy behind you.

The short version

Cheaper is not cheaper if your rental gets shut down, your refund disappears, and you are personally on the hook for an injury. When you book with a permitted operator, you are paying for the paperwork that keeps your day legal and your risk covered. That is not the exciting part of a jet ski rental, but it is the part that protects you.

We run under a Corps of Engineers concession contract and the city permits that go with it. That is why we can meet you at Meadowmere the right way, every day of the week.
